Beyond Incentives: Priorities for Sustaining OpenGov Reforms in the Niger Delta Post-SFTAS
Subnational governance reforms in Nigeria, including the uptake and implementation of the Open Government Partnership (OGP), received a tremendous boost in the last few years with the States Fiscal Transparency and Accountability Programme-for-Results (SFTAS P-for-R). As SFTAS ended, and several states came under new administrations in 2023, many of the reforms faced a real risk of being rolled back. This is particularly true in the Niger Delta, where the fiscal flows appear not to match the openness on the ground.
