The Community Development Charter (CDC) which has been in operation for three years is a tool that is designed to get citizens input into the annual budget. while this tool has informed more of the Local Government Annual Budget, there is a need to institutionalize the tool and the process by having it in the budget manual of the State, for sustainability. The validation will bring both State and Non State Actors to agree on the protocol that has been designed as well as state in clear terms how it will feed into the State annual budget.
