When it comes to Smart City, Open Data, or E-Government – it is not a given that governmental institutions own the data they generate. The right to use and the technical access to the data need to be specified in contracts with providers of IT-services.

As part of an open collaboration, we develop and freely provide exemplary clauses which specify the data requirements in public contracts / public procurement. Please share your thoughts on how we can improve our support for Open Government initiatives. Commercial practitioners are welcome to join in on the discussion.
