The digitally connected municipality – German Online Access Act
The financial and organizational burden of offering the German population (almost) all administrative services digitally and without media discontinuity by the end of 2022 rests largely on the shoulders of the municipalities. To make matters worse, many legally challenging issues have not yet been satisfactorily clarified – from the precise implementation of the “one for all” principle by a FITKO store to questions of data protection, public procurement and even the constitutional order of competences.
